Hai Phong is ending Resolution 38/NQ-HDND on logistics planning because the older framework no longer matches the post-merger administrative landscape or the new central-level cargo targets.

A logistics system tied to seaport advantages

Hai Phong has built a logistics base anchored on its seaport system: cargo throughput reached 678 million tonnes over 2021–2024 (with 190 million tonnes in 2024 alone), with a container capacity target of 7.86 million TEU per year by 2030. The city has 51 seaports and 98 wharves (totalling 14,178.5 m in length) across 5 main berth zones, led by the Lach Huyen international gateway port — capable of receiving vessels above 200,000 DWT.

The logistics ecosystem now includes around 250 active enterprises, 30 FDI projects and 55 domestic projects with combined investment capital above USD 900 million. Warehouse infrastructure covers 60 major facilities totalling over 700 hectares, with 2 logistics centres in operation and 4 more under development.

Termination as it is integrated into the master plan

Resolution 38/NQ-HDND was passed by Hai Phong's People's Council on 10 December 2018, setting targets of 25–35% annual logistics-service growth and 208.9 million tonnes of port throughput by 2030. New central-level targets raise the 2030 throughput figure to 380 million tonnes, and the Hai Phong–Hai Duong merger effective 1 July 2025 has reset administrative boundaries.

The Hai Phong People's Committee has submitted a proposal to the People's Council to terminate Resolution 38 so its logistics content can be folded into the city's updated master plan — aligning with the direction set by Politburo Resolution 45-NQ/TW (24 January 2019). It is a signal for logistics firms, warehouse / factory investors and FDI tenants to refresh planning assumptions when scoping space in Hai Phong.
